Roofing Industry Lauds The Public Buildings Renewal Act
Public schools and other government-owned buildings across the United States may be getting a much-deserved facelift in the coming years. The Public Buildings Renewal Act of 2019 (S. 932), a bill recently introduced in Congress, aims to incentivize private funding for the improvements and upgrades of old schools and public facilities.
The roofing industry commended the proposed legislation and urged the Congress to pass a bill that would ensure the safety and structural integrity of old schools and public buildings.

What to Expect From The Public Buildings Renewal Act of 2019
The proposed legislation aims to offer tax-exempt financing to the private sector for the repair and maintenance services they will provide to federally owned buildings in the country. Some of the institutions that will be eligible for the program include the following:
- Elementary or secondary schools
- Public libraries
- Facilities of state colleges and universities
- Hospital, health care, or research facilities
- Courthouses
- Offices for government employees
Sponsors of the bipartisan bill expressed their confidence that the legislation will encourage public-private partnerships. They are also positive that this will decrease the cost for taxpayers and boost the economy through the jobs these projects will create.
Roofing Industry’s Support for S. 932
In a statement released by the National Roofing Contractors Association (NRCA), the organization urged the Congress to approve legislation that will enable old public facilities to undergo improvements in a “fiscally responsible manner.”
NRCA also emphasized the important role of roof replacement and design in building functionality, sustainability, energy efficiency, and resiliency. It also advocated for the implementation of best practices and consensus building codes and standards.
